Francis Cullen was born around 1833 in Antrim, Ireland.

Cullen, after arriving in America, first enlisted for five years in the regular Union Army, the 8th. U.S. Infantry, on May 15, 1855, and was mustered into Company A at Oswego, New York.

When his five year enlistment was up he re-enlisted for an additional five years, serving at Fort Hamilton, New York, Fort Davies, Texas and at Camp Hudson, Texas.

With the outbreak of the Civil War Cullen was discharged, on June 30, 1861; believed by many because he was sympathetic to the Confederacy.

Three months after his discharge he enlisted in the service of the Confederacy at Camp Moore, Louisiana, enlisting in the 13th Louisiana Infantry; being mustered into Company C, on September 11, 1861. The 13th Infantry Confederate  Regiment completed its organization in August, 1861, at Camp Moore, Louisiana; with many of  its men being recruited in Lafayette, St. Mary, and Tangipahoa parishes; among them Cullen.

The unit was active in the conflicts at Shiloh , Farmington, and Perryville , and was then assigned to D.W. Adams' and Gibson's Brigade, Army of Tennessee. It was consolidated with the 10th Louisiana Infantry Regiment from December  1862 until April, 1864. The regiment fought with the army from Murfreesboro to Atlanta , endured Hood's winter campaign in Tennessee and ended the war defending Mobile, Alabama.

Col. Gibson - 13th La. Inf.

  The 13th/20th reported 20 killed, 89 wounded, and 78 missing at Murfreesboro, lost more than forty percent of the 289 engaged at Chickamauga , and totalled 191 men and 71 arms in December, 1863.

The 13th contained 77 effectives in November, 1864, and surrendered with the Department of Alabama, Mississippi, and East Louisiana.

Officers of his unit included Colonels Francis L. Campbell, Aristides Gerard, and Randall L. Gibson; Lieutenant Colonel Edgar M. Dubroca; and Majors Anatole P. Avegno, Stephen O'Leary, and Michael O. Tracy.

 

It appears, however, Cullen was with the 13th Louisiana for only a short period of time, having migrated to Australia in 1861.   Because, before the year 1861 was over Cullen married his 30 year old wife, the former Mary Price, at Melbourne, Victoria, Australia and their daughter Clara was born in 1862. The only assumption one can make is that shortly after enlisting in the 13th Louisiana Infantry Cullen was either immediately discharged or he in fact deserted.  Information relating to his death in 1885 came from his friend, James Russell, in the Borough of Belfast, Victoria, Australia. Francis Steven Cullen was reported to have died at the age of 54 years, having spent 23 of those years in Australia. He died on  December 2, 1885 at Belfast, Victoria and was buried in the Belfast Cemetery, now known as the Port Fairy Cemetery, in Plot No.43B; without a headstone.
